What is the difference between a competency and a capability?

Increasingly Zircon Consultants are finding that our clients are asking for us to design Capability models rather than Competency models. So what is the difference? Ruth Sweetman our trainee Psychologist has done some research to understand the difference. We have found that the research is rather contradictory, while some authors use the two terms interchangeably others believe there is a real difference.
